Focus Area
Working in close
cooperation with the Ukrainian Government, the USAID funded project
provides technical assistance in the implementation of reforms in the
agrarian sector of Ukraine. Activities focus squarely on the business
environment, including key issues in privatization, restructuring, taxes,
subsidies, trade policy, and regulatory reform. The project is targeted
on providing publicity and transparency for reform initiatives, which
in turn, should provide successful results and strong support for the
integration of Ukraine into the world market.
B)
Initiatives
The project combines
its expertise in agricultural policy, legal, and regulatory issues and
public advocacy to develop a comprehensive strategic approach to enable
reform initiative groups and the Government of Ukraine (GOU) to complete
the task of implementing transparent policy improvements. Initial focus
is on privatization, restructuring, land market operations, tax and
subsidy systems, trade policy, and the regulatory system. The project
strongly supports Ukrainian economic growth with equity. Increasing
the number of profitable private farmers, agribusinesses, and successful
SME enterprises operating in the formal sector provides both jobs and
income for the population and revenues for the government.

Action Plan
Working closely
with reform initiative groups in government, NGOs, and private sector:
- identifying critical
policy, legal, and regulatory issues for agribusiness sector growth,
competitiveness, and productivity;
- identifying and
mobilizing reform initiative groups;
- setting priorities
and defining specific initiatives with reform initiative groups;
- defining target
results and detailed action plans for specific initiatives;
- executing specific
tasks of initiative action plans, including analysis, law drafting,
advocacy support, and public outreach.
